The Rongowhakaata claim (Wai 684)
was heard by the Waitangi Tribunal
over a 2 year period and concluded in 2003. The Tribunal
released its report on the Turanga grievances in 2004.
The Report discusses the Turanga grievances and sets
out the Tribunal's recommendations about how the Crown
should redress the injury and loss suffered by Rongowhakaata
and the other Turanga groups.
Since the end of the Waitangi Tribunal
hearings, the Rongowhakaata Negotiators in conjunction
with the Claims Committee and Charitable Trust have
been progressing toward negotiating a settlement to
the Rongowhakaata grievances on behalf of the iwi.
The following graphic sets out the
Rongowhakaata structure for progressing through the
negotiations process. The structure reflects the Rongowhakaata
effort to ensure an appropriate level of consultation
between the negotiators and the iwi and an adequate
support structure to enable the negotiators to progress
through negotiations with the Crown:

MANDATED REPRESENTATIVES
Rongowhakaata Claims Committee
The Claims Committee (CCOM) comprises one
representative from each of the Rongowhakaata marae
and two taurahere representatives. In the context
of negotiations the CCOM represents the authority
of the people. See Mandated Representatives –
profiles for more information about the CCOM Chairperson.
According to the Rongowhakaata Deed
of Mandate, the CCOM are mandated to support and work
with the Negotiators to:
(a) Manage and lead the Rongowhakaata
claims work programme;
(b) Develop and formulate Rongowhakaata settlement
policies and principles;
(c) Consult with Rongowhakaata and provide information
on the negotiations issues and settlement policies
and principles; and
(d) Co-ordinate and manage internal and external relationships
and dispute resolution.
Rongowhakaata Negotiators
Following an extensive election process five
Rongowhakaata Negotiators were elected by the iwi.
Following the resignation of the elected Chief Negotiator,
Lewis Moeau, there are currently four Rongowhakaata
Negotiators. The Negotiators are mandated to negotiate
a comprehensive settlement to the Rongowhakaata grievances.

Claims Coordinator
The Claims Coordinator’s principal role is to
assist the Rongowhakaata Claims Committee and Negotiators
to secure as efficiently and effectively as possible
the most favourable settlement of the Rongowhakaata
grievances. There are a number of specific tasks required
of the Coordinator’s role to achieve this high
level goal, including ensuring open and effective
communication with and between the CCOM, NEGS, Rongowhakaata,
the Turanga Forum groups and any other relevant parties.
